The East Midlands Chamber has outlined its key planning priorities for the region ahead of the government's upcoming public consultation on the National Planning Policy Framework (NPPF). The consultation, which launched on 20 July 2023, seeks feedback on how planning can support the government's ambition to "level up" the UK.
In its response, the Chamber advocates for a range of measures aimed at driving economic growth and development within the East Midlands. Key priorities include:
Supporting the delivery of strategic infrastructure: The Chamber emphasises the need for efficient and effective infrastructure, including transport, energy, and digital connectivity, to facilitate economic growth and unlock the region's potential. It calls for the NPPF to provide a clear framework for facilitating the delivery of such infrastructure projects, addressing potential barriers and streamlining planning processes.
Unlocking brownfield land for development: Recognising the importance of sustainable development, the Chamber urges the government to encourage the reuse of brownfield sites for housing and commercial development. This approach would help protect green spaces and reduce pressure on rural areas.
Promoting local decision-making and empowerment: The Chamber highlights the importance of local communities playing a greater role in shaping planning decisions that directly impact their areas. The NPPF should, therefore, empower local authorities and communities to take ownership of their planning frameworks and guide development in a way that reflects their specific needs and priorities.
Prioritising the needs of small and medium-sized enterprises (SMEs): Recognising the crucial role SMEs play in the East Midlands economy, the Chamber advocates for planning policies that support business growth and innovation. This could include facilitating access to land, simplifying planning processes, and providing targeted support for SMEs seeking to expand or relocate.
Encouraging investment in the region's existing towns and centres: The Chamber believes the NPPF should encourage investment in existing town and city centres, revitalising these areas through a combination of residential, commercial, and cultural development. This approach would help create vibrant and sustainable communities and attract new residents and businesses.
The Chamber's Chief Executive, Scott Knowles, stated: "The planning system is crucial to unlocking the East Midlands' potential for growth and development. This consultation offers a vital opportunity to ensure the NPPF supports our region's unique needs and priorities."

The government's consultation on the NPPF will run until 15 September 2023. Individuals and organisations are encouraged to submit their feedback via the government's online portal.
